Pay-per-click (PPC) And High Conversion Rate

Internet Business. This is all about pay-per-click and get high conversion. I went through this system PPC and put some ads to test mostly at Google Adwords. I found out that, I got plenty Impressions for those ads but no conversions. I understood. Conversions are made when people click on my ads and join that program. If people just click and not join, no conversion, no money. Simple as that. How to make people click and join? This is what running hard in my head. Click and join, sound so simple but hard to get. Some internet gurus said, if my ads placed high position on the search engine, I would be getting high impressions on my ads and possible people might want to join. In order to make my ads appear on high level position on the search engine, I have to bid high on PPC. As high possible with less or no competitions. That means, I have to pay high maximum bid and I will get top level positions for my ads then only I will get more clicks and perhaps more people will join and more conversions and more money.
